State and Local Strategies to Address Extreme Heat

Project Overview

The recent uncertainty of energy efficiency and affordability programs at the federal level has made it more important than ever for state and local actors to coordinate efforts to reduce the effects of extreme heat on low-income families. Despite the loss of federal funding, many state efforts to address extreme heat will continue with non-federal funds. However, the federal government played an important role in providing opportunities for convening and connection among state and local policymakers. Without these convening opportunities programs are operating in a vacuum, lacking a communal space to share best practices and lessons learned.

The Center for Energy Poverty and Climate and the National Energy Assistance Directors Association, with support from the ClimateWorks Foundation, are uniquely positioned to facilitate coordination efforts between state and local groups focused on extreme heat. In particular, collaboration between the network of state and city Heat Officers and the network of Energy Assistance Directors ensures that the challenges faced by low-income families are central to state and local extreme heat planning.

We’re convening a select group of government officials, healthcare leaders, energy efficiency experts, industry professionals, and funders to develop concrete strategies to address affordable cooling such as utility led energy efficiency programs, state energy rebate programs, shut-off rules, tiered pricing, and involving healthcare providers.

The Center for Energy Poverty and Climate will cover all travel and accommodation and related expenses.
